Hong Kong Normalization Compliance Extention Period

On August 21, 2020, in CSMS #43729326, U.S. Customs and Border Protection (CBP) announced the 45 days extension of the transition period for compliance with the Executive Order on Hong Kong Normalization.

The extension is to allow importers ample time to comply with the requirements outlined in the Executive Order (EO). CBP will not take any enforcement actions on goods produced in Hong Kong for purposes of 19 U.S.C. 1304 during the extension period.

The marking requirement does not affect the country of origin determinations for duty calculation, but goods produced in Hong Kong will require an origin marking of “China” under the new EO requirements .
